Singapore Parliament tightens rules for hiring foreign workers.

From 1 May 2020, the minimum salary for foreign professionals to qualify for an Employment Pass (EP) will increase from S$3,600 to S$3,900. The salary criteria for older, more experienced candidates will also be raised in tandem.

The new salary criteria will apply to EP renewal applications from 1 May 2021.

In addition the “Local Qualifying Salary”, the minimum salary a local worker must earn to count towards a firm’s quota for hiring foreigners on work permits and S Passes will be raised from S$1,300 to S$1,400 from 1 July 2020.

Manpower Minister, Josephine Teo said that employers should continue to ensure that they have fair and merit-based pay practices in line with the Tripartite Guidelines on Fair Employment Practices.

From 1 May 2020, Minister for Manpower (MOM) will expand the advertising requirement to include positions paying up to S$20,000 per month, an increase from the current S$15,000. Positions that are more senior remain exempted as they are more likely to be market-sensitive.
